Microsoft's new Consolas font but only for VS.NET

Nice, Microsoft develops a font, Consolas, they claim is "intended for use in programming environments" and then proceeds to wrap it in an installer which requires a liscensed copy of VS.NET on target machine. I guess it should have read intended for use in VS.NET. Who thinks up this stuff?
